GIS Database Health Analyst

Altarum Institute is looking for a GIS Database Analyst/Administrator in our Alexandria, VA office. This individual will work with a growing team of GIS, health analysts and researchers supporting current projects and strategic research.

The GIS Database Analyst/Administrator works with minimal direction to develop and maintain database functionality; support health researchers; geospatial analysts, and application developers; and support Altarum-wide database administration needs. SQL Server or Oracle database management skills including development skills and demonstrated database design and programming skills in languages such as .NET, C# and/or Visual Basic are required. Experience with ESRI ArcGIS server and desktop software is a plus. The applicant must have strong analytical/problem solving skills, IT technical skills, creativity, and effective verbal and written communication skills. Successful applicant must be committed to ongoing learning and be able to make recommendations to management on database design and GIS deployment strategies.

Responsibilities include, but are not limited to:
• Perform system administration functions as required; including but, not limited to, software installation and upgrades, user account administration, file security, performance monitoring and trouble-shooting.
• Perform programming for interface design and implementation projects using high level languages such as, but not limited to, Spatial Data Manager SESQL (Spatially Extended SQL), SQL, CFML, Visual Basic, as well as other protocols and languages such as but not limited to ODBC, HTML, Javascript, VBscript; and participates in the process of determining which high level languages are to be selected for use.
• Responsible for daily maintenance of enterprise spatial databases supporting various applications; maintenance activities to include: adding new user accounts, managing data sources and versions, updating databases, altering data structures, restoring databases from backup files.
• Design and build custom routines to export and import complex data structures between applications to support Altarum’s data needs including, but not limited to, reverse engineering, modifying, normalizing, warehousing data and overall tuning of data structures to optimize performance.
• Perform data management functions and ensure quality and accuracy of spatial and non-spatial data.
• Assist with ensuring all data are documented and appropriate metadata has been created using the Federal Geographic Data Committee (FGDC) standards.
• Communicate complex technical concepts to non-technical audiences.
• Provide technical support to Altarum staff .

Required Skills/Qualifications
• Methods, practices and techniques of spatial relational database modeling
• Computer programming using a variety of languages and structured programming methods such as but not limited to Spatial Data Manager SESQL (Spatially Extended SQL), Visual Basic, as well as other protocols and languages such as, but not limited to, ODBC, HTML, Javascript, VBscript
• Solid knowledge of GIS equipment and concepts
• Map-reading abilities and an understanding of geography, aerial photography, and map-production principles
• Good written and verbal communication skills
• Work independently and maintain productivity with minimal supervision
• Knowledge of the healthcare industry is desired and that knowledge of Federal health systems (e.g., the Military Health Systems or Veterans Health Administration) is beneficial.

Minimum Requirements:

BS in Computer Science, IS/IT or related field, plus 4 years of experience or
MS in Computer Science, IS/IT, plus 1 year of related experience


(MUST BE A Sole U.S. Citizen and eligible for a security clearance)
